What's wrong with this code?

Question 
I know it's not in C but I'm not good in C and not find myself comfortable writing in C. It's FreeBASIC code but you could read and understand it easily. The problems is if you click to maximize the window then it becomes maximized but the minimize, maximize/restore and close button is not moved to the new location but still stuck at their previous location on the previous window size. I tried to tweak the code as much as I can but I can't fix it.

The platform is Windows 7 64 bit.

I am not sure, I don't usually create windows with no contents... but I think it should work.  I don't see anything glaringly wrong with the code beside not adding any contents to the window.

Maybe try creating a box and packing it in expandable and see if it works better?
